Vote of 19 May 2019

Acceptance of the Federal Law on tax reform and the financing of the AVS (DFR)

Following the vote of May 19, 2019, the Swiss people overwhelmingly accepted the federal law on tax reform and the financing of the AVS (DFSA). From a tax perspective, the following four key elements can be selected:

1. Abolition of tax regimes (holding, auxiliary, etc.)

  • Switzerland will no longer be blacklisted

  • The tax system is now compatible and attractive at the international level

2. Payment by the Confederation of a compensation to the cantons to support them financially following the lowering of the cantonal tax rates.

  • Lower tax rates that will be around 12-15% making Switzerland competitive internationally. DV Rate: 13.79% (from 2019), GE Rate: 13.99% (from 2020)

3. Additional measures addressed mainly to companies carrying out R & D activities in Switzerland

  • Potential additional deductions leading to a reduction in the tax rate (patent box, R & D superdeduction)

4. Switzerland returns to legal / tax certainty after a period of uncertainty Companies know what to expect and can now focus on the new measures that will be put in place
